Normally if you have a legal residence in USA then you can apply in the USA. Did you choose the right consulate general or the Embassy according to your consular district?

L Visa
I am not traveling with a group. I am traveling alone and I am confused regarding the COVA. Do I submit everything electronically, print and mail, or appear in person at the Washington DC office. I live in Nashville,Tennessee. I will be in China for more than 6 days - around 14 days. I think I should apply for the L VISA, as I am a tourist. I will depart the US September 29, and arrive Beijing October 08, 2024 from Seoul, Korea. Routing - Beijing,Xi'an,Chendu,Chongquin,Shanghi,Shenzhen,HongKong. I have been advised to apply for the VISA in August. I am working with different tourist operators for assistance. Thank you for your help. Martha

Do I need to notify the Chinese embassy that I am coming to China?
I am going to China for 2 weeks this summer to teach a class to high school students. The Chinese company organizing the course is working on my visa now. They told me I need to call the nearest embassy and ask what I need to do to make sure I can come to China. They mentioned filling out a form on the embassy website. I don't know what this means. Can you help me know what I need to do?

You need to fill out the visa application form online, print it out and sign it, then prepare the requirements according to your visa type, and if you don't know the detailed requirements, you can view the website of China Embassy in the US or consult the consulate-general or the Chinese Embassy. Then submit the application to the consular office of the consulate-general or the Embassy. You need to figure out which consular district you are in.

Yes, you still need a China visa. You shall apply in your home country. Applying in a third country, the rejection rate will be higher.
